TARIFF NEGOTIATIONS.

Rcceircd May 18, at 10.40 p.m. London, May 18. -' The Times' Toronto correspondent reports that Mr Fielding, Minister of Finance, is coming to England immec'iatch- to arrange for a conversion four million loan. This will necessarily cause the postponement of. the American tariif negotiations till the autumn. The Government is mcan-v.-hile sounding Canadian manufacturers and producers, whose opinion does not favor the proposals. The National Association of Manufacturers of the United .States favors, closer trade relations, and an agreement for the construction of a new through water route from the wheat lands.
