Frencft advices from St. Petersburg state that his proposed instructions were vague. He was not allowed any discretion to discuss the dismantlement of Vladivostock, and was restricted in other directions. Received July 14, at 0.24 a.m. London, July 13. The Daily Telegraph's St. Petersburg correspondent reports that the peace prospects are decidedly better. M. de Witte, a persona grata, has been selected in place of M. Muravieff. Japan will welcome the appointment as a, proof of the serious desire for peace. The British and German portions of the Japanese loan were subscribed tenfold, and the American about fivefold, whereupon the list was closed.
