(From Our Own Correspondent.) _ •Wellington, September 23. 3lr Withy wants the protection of seagulls suspended as they kill lambs and peck out sheep's eyes. The Water Power Bill proposes to vest all water power available for electric purposes in the Government, and confers all the necessary powers of acquiring- land, damming streams, constructing works, entering lands, etc. The Shipping and Seamen's Bill was finished at one o'clock this morning. After the best day's work of the session, it was reported with amendments, which will be considered to-day. Mr Millar, Chairman of Committees, who was replaced in the chair for the time by 'Mr Tanner (who, by the wav, makes a very efficient chairman), was the amicus curiae,"doing much service.
