Vienna, September 19. _ Great excitement has-been manifested in Hungary over the Emperor Francis Joseph having issued a resolution overruling Hungary's military demands. He declares that the army must remain united and undivided, and strong enough to defend Austria against every foe. He expresses his intention to continue to harmonise the various nationalities, turning to the best account the special qualities of each for the common good. The Magyar newspapers unanimously declare that the payment of taxes and the furnishing of recruits will be refused until the national aspirations are conceded. Constantinople, September 19.
Baron von OBieberstein, the German Ambassador, left Constantinople for Germany on ten days' leave, ostensibly in connection with, family affairs.
