Received September 16, at 10.6 p.m. Sofia, September 16. The Bulgarians, who retired, from the first three army divisions since 1900, have been summoned to rejoin the ranks. This will provide 10,000 to reinforce the troops on the frontier. Austria and Russia have protested at the horrible excesses of the Turkish troops, especially the Albanians, in the vilayets of \Tnn:i <rf.ir and Adrianople. In consequence some Albanians have been recalled and sent to their homes.

A general insurrection has been announced in the vilayet of Salonica, eastwards of Vaider River, and the district is divided into eight sections, a Bulgarian officer commanding each, Colonel Zontcheff being com-mander-in-chief.
