The Sultan has ordered the stoppage of the wholesale expulsion of the Armenians, and has now limited arrests to actual criminals. Replying to a note from the Powers the Sultan absolves the military and police from taking part in the massacre of the Armenians. London, September 21. The Times' Constantinople correspondent wires that there is every promise of the situation improving. At Manchester to-day Dr Moorhouse addressed a large gathering, estimated at 10,000, when he supported the protest against the atrocities in Turkey. Received September 22, at 10.20 a.m. Constantinople, September 21. The Embassies are sceptical about the alleged discovery of bombs and dynamite in a well at Pera. The Kurds massacred six hundred Armenians at Kharput. Nabar Pasha has sent L4OO for the dis tressed Armenians in the capital.
