The lobbies to-day fuwe been the scene of busy interchange of opinion and conjectures regarding the rumored intention el the Government to bring down certain bonking proposal* The rumor, though it cannot bo traced to the authoritative nend, is yet widespread and obtains very general credence. 2»<> definite information was in the possession of the several members who have spoken to me on the subject, but I gather that two separate sets of proposals may be expected to be unfolded soon after the Financial Debate finishes. One is on the tines foreshadowed in the Budget, and though the scheme is not fully complete tt wilt possibly embrace proposals for the colony purchasing some of the Assets Company's land for settlement proposals* paynient being marte in Government debentures. The second set of proposals will ddal with the amalgamation of the Bank of N\-w Zealand and the Colonial Bank, a project that has never really been abandoned though temporarily hung up. There will possibly be less opposition amongst members to the tatter proposal and the advanced wing of the Liberal party see it in a further development of the fcteate bunk idea as welt as sounder security against the Government'.? guarantee. It moans placing banking business on a safer and more profitable basis. The Cabinet has been sitting nearly alt to-day. but so far nothing has been divulged of the business done. One of the matters under consideration, it is stated, was the appointment of a Supreme Court Judge in the place of the late Judge Bichmond, and the fact chat no decision has been arrived at is construed into the opinion that District Judge Ward has not been appointed. Mr J- A. Tote is mentioned as a titcety appointment, though his chances ace not favored in wellinformed circles.
