The Harbor and Education Reserves Bill, which bears the name of the Minister for Lands, is a Government measure designed to place the administration of these reserves in the hands of Land Boards. It proposes that harbor reserves or endowments fur primary, secondary, or university education may be declared, by Order-in-Council, to be subject to the provisions of this Act On such order being gazetted the land may be leased by the Land Board of the district for a term of thirty years, and all rents shall be paid over to the body or person entitled to receive them, after deducting the cost of survey, administration, etc. Lands are to be re valued before the expiry of lease and valuation made of the improvements effected and the lessee shall have the option of renewal for a further term of thirty years at a rental equal to five per cent on the value of the lands after deducting the value of improvements. If any other person obtains a lease, the retiring lessee is to be paid the value of improvements. Lands leased under this Act may be taken for any public purpose or for mining by Order-in-Council, the lessee receiving an abatement of rent in proportion to the land taken, and also the value of improvements and compensation for severance.
