Mr Macirtbur declined to be drawn, seeing that the matter was partly Involved in Mr Hatch!son's charges, which are now being inquired into by a Committee. A general discussion ensued, in the coarse of which it appeared that at the Committee's meeting the " previous question " was affirmed as against a proposal that the advance be not made. From what took place this afternoon, however, there was clearly a mlsnoderstandtng among members of the Committee as to the meaning nf carrying ile"previous question, i Mr Ballancelnformed the Home that the whole of the Committee acquiesced in the making of >he advance, though some of them might have been reluctant, while Meiers Lirnicb and Percival stated that the previous question waa Intended to have only its ordinary meaning, the latter adding that the committee declined to take any responsibility and that the Premier blnuelf took tt* full responsibility.
