COLONIAL FEDERATION

(By Electric Telegraph—Copyright,) (Special to Press Association.) Received December 4, at 1.15 o.m. London, Decembor 3. Mr Howard Vincent, M.P., and other members of tha organisation are protesting that the Federation League Is In danger of being converted into a mere conference. The E«1 of Carnarvon, the promoter of tho League, Sir Charles Tupper, Sir Daniel Cooper, Mr Rnsden, and a majority of the members, support the views of Lord Riaebery, who contends that the League will exist with muoh benefit to the Empire for many years if the proposal to hold periodical conferences is conoedod. Sir Hercules Robinson has been Interviewed with reference to Sir Hy. Parkos' Australian Dominion. Whilst ho admits that he has not carefully considered the manifesto issued by the New Ssuth Wales Premier, he is lnolined to tho opinion that the antagonistic fisoal policies of the various colonies, and the question as to which of the present oapltals shall become the metropolis of the proposed Dominion, are apparent obstacles to tho sucoess of the soheme.
