BOROUGH COUNCIL.

The fortnightly meeting of the Borough Council was held last evening, when there ■were present—His Worship the Mayor, Councillors Dalgleish, Finch. Sanderson, Fleming, de Lautour, Williams, Spence, Headland, Sinclair, Davidson. The minutes of the last meeting were read and conSrmed, and the outward correspondence was read and approved. Mr T. Lethaby, umbrella maker, wrote asking for permission to hang an umbrella over hi 3 shop. Permission was granted on condition that the umbrella did not overhang the footpath. The Fire Underwriters' Association of Dunodin, having intimated to the City Council that they do not intend continuing the payment of the money annually granted Bince 1572 to the Corporation towards the maintenance of the Dunedin Volunteer Fire Brigade, and, as similar notice has been given to other municipalities, it is probable all subsidies fr:m fire insurance companies for fire brigade purposes will shortly cease throughout the colony; therefore I am instructed by the City Council of Dunedin to communicate with the different Municipal Corporations with a view of united action being taken in the matter of the maintenance of fire brigades, and to request your cooperation in urging the Government at the next session of Parliament to introduce a Bill requiring that t- e cost of maintaining fire brigades shall be shared in due proportion by municipalities, insurance companies, and the consolidated revenue of the colony. The New South Wales Government having lately settled the question of fire brigades by a legislative enactment, the principal provisions as given in the Australian Insurance and Banking Becord, are enclosed for your information. After some discussion, it was resolved, on the motion of Councillor do Lautour, seconded by Councillor Headland, that the Clerk should write to the Dunedin City Council asking for further information, and stating that the Council did not approve of the provisions of the New

South Wales Act, as too centralising in its tendencies. The Inspector of Nuisances wrote as follows : I beg respectfully to bring under your notice the dangerous state of the Esplanade used 33 a footpath at the south-east corner of the baths, the space being about three to four feet wide only (caused by the bank falling away) and a fall of nearly fifteen feet. I beg to suggest that the traffic be stopped on the east side of the baths by fencing at the north and south-east corners. The matter was referred to the Public Works Committee, with power to act, Councillor Fleming objecting to any expenditure, as the work was unnecessary. The Engineer's report was read and adopted as follows : f-incc the date of my last report, nearly half of the new pipes have been delivered in the Oa works }-ard. Ninety casks cf Portland c moot will be required for repairing the ieservoir and forming blocks to support the large pip?s in the tunnel. I would suggest that tenders ba called for in Camaru and Dunedin for supplying it. Mr Fraser, race inspector, reports that the race, where it passes through the farm of Mr Dalgleish, near Peebles, is being much damaged by cattle, and suggests that fencing be erected for a distance of 22 chains on the upper side, and about 12 ohains on the lower side of the race. I enclose an estimate for the work for your approval. Mr Hamilton has completed the culvert and embankment in Greta-street, at a cost of Lls 14s Cd. The footpaths are receiving a top-dressing of tar and sand. Accounts were passed as follow : General recount, L 453 63 2d ; gasworks, lA2 3i 7d ; waterworks, LCS 2s sd.
