Mr. I'erry failed to obtain the necessary statutory niajority for the Reform Bill, which is therefore lost. Three Oppositionists were unable to vote. There was almost a free fight in the Assembly, through the Government having captured a njeinber who said that he had promised to vote with the Opposition. A lengthy discussion occurred in the Assembly on the third reading of the Reform Bill. Mr. Monro moved an amendment extending the franchise to thcr Council, which was lost by a majoritj T of 4 votes. The House divided on the third reading at 3 o'clock this morning, when there were recorded 43 in favor and 36 against. The Bill was Jo#t in consequence of there not being an absolute majority of the House in favor of it. Stdnky, December 4.
