HARBOR BOARD.

The first meeting of the Board under the new Act was held to-day at the Harbor Chambers. There were present—Mr. G. Sumpter (in the chair), the Hon. H. J. Miller, Messrs. Steward, Shrimski, and Gilchrist.

On the motion of Mr. Steward, seconded by the Hon. Mr. Mr. Sumpter •was re-appointed Chairman until the election of a new Beard was completed. As there -was some doubt as to whether the last meeting had been legally held, according to the interpretation.; placed upon the Act, the whole of the business transacted thereat was again adopted. The outward correspondence was read and adopted. A letter from Captain Sewell, Harbor Master, recommending the removal of the danger light to a better position, was read. It was decided to make the necessary application to the Minister for Marine Affairs for the authority to have the alteration effected.

Letters were read from the Clerk of the Kakanui Road Board intimating that the Board had elected Mr. J. C. Gilchrist a member of the Harbor Board. A similar letter was read from the Waitaki Board announcing the election of Mr. Donald Borne as a member of the Board.

The Secretary reported that some difficulty was experienced in getting through the paddock occupied by Mr. Paterson to the flagstaff. Mr. Paterson had complained of damage being done to his fence, and had asked that a gate might be made to facilitate traffic to the flagstaff.—lt was decided to refer the matter to the Municipal Council. A number of land tax papers having been placed upon the table, some discussion took place upon the matter. Some members thought the tenants should pay the rates, while others were of opinion that the Board would be liable. Then some doubt was expressed as to whether the Board should, in filling up the papers, include the whole of its property, whether leased or not. It was decided to refer this question to Mr. Hislop for his opinion thereon. On the motion of Mr. Shrimski, seconded by Mr. Steward, it was resolved, " That the Secretary be requested to lay upon the table at the next meeting a list of all persons in the employ of the Board, their several occupations, and the rate of wages attached to each." On the motion of Mr. Steward, seconded by Mr. Shrimski, it was resolved, " That the Secretary be requested to convene a meeting of the Committee appointed to inspect and report upon the Board's endowment, with a view of such report being prepared." A number of accounts were passed for payment, and the Board adjourned until Montlay, when the first annual meeting will be held.
