CONDEMNED BY SOVIET CHIEF OUTTUT MUST* INCREASE. Published In "Tho Times." LONDON May 23. “The Times” correspondent at Riga says that the outstanding feature of tlio Soviet Miners’ Congress was M. Rykoft’s speech condemning tho miners’ small productivity. Rykoff outlined drastic measures designed to make the mines profitable, including at least a 10 jjer cent, allround increase in the working day, and a campaign against absenteeism, which is largely due to increasing drunkenness since the removal of the vodka restrictions. Referring to tho mal-orgamsation of the mines, lie declared that some miners, although underground for seven hours, spent three of them idle. He emphasised tho necessity for restoring discipline to‘labour, which must strictIv observe the employers’ terms of coniVnrt. State enterprises must dismiss their superfluous hands*
