FRANCO-GERMAN AGREEMENT OBSTACLES TO BE OVERCOME. Reuter’s Telegram. PARIS, April 15. In connection with the “Quotidien’s” report that Germany and France have agreed that French airplanes may in futurq fly over German territory, it appears*,, that while an agreement has been reached in regard to th«T establishment of air lines there are still difficulties in regard to the rules laid down by the Conference of Ambassadors in 1920, with a view to discriminating between military and commercial aviation.

On this point Germany is demanding a revision of the rules, so as to allow ex-officers of the German Air Force to be employed in commercial aviation. It is hoped that a solution will shortly he reached and a convention signed.
