A new form cif German colonising was advocated by Herr Schacht, president of the Reiohsbank. He said Germany ought to be granted the right to establish settlements and form chartered companies with private capital. Such settlements Snould have German currency and police, and be administered under some sort of home rule. . Herr Schacht did ‘not indicate the locality i>. which the. proposed settlements Would be made, but evidently he had ih mind Gennany’s former tropical possessions. •
