FRANCE’S PLIGHT
REFORMS INDISPENSABLE BUT CANNOT BE CARRIED. (Published in “The Times.”) LONDON, March 25. “The Times,” in a leader, declares that the franc is falling because neither Frenchmen nor foreigners believe that any Government can carry out indispensable reforms through the present Chamber. Moreover, the Government is dallying with revolutionary Socialist doctrines, which are fatal to the confidence essential for saving France.
