UPPER HUTT BOROUGH

’ MEETING OF COUNCIL LAYING OF BITUMEN ROADS VISIT OF MINISTER FOR JUSTICE The fortnightly meeting of the Upper Hutt Borough Council was held at the borough offices, when the Mayor and all the councillors were in attendance. The teats allotted to the public were crowded, and great interest was taken : n the proceedings. The Hutt, County Council notified its contract in the Trentham sanitary area terminated on February 6th. It is to be infvrmed that as it collected sanitary fees from property ownerß in that area for service u,p to March 31st, 1926, the Borough Council requires it to carry on the work to the end of the financial year. A debit note for main road, maintenance in regard to the bitumenising of the arterial road through the Fast Ward was received from the Hutt Road Board, and in conformity with the provisions of the City and Suburban Highways Act, is' held for inclusion in the 1926-27 estimates. A portion of the claim will be re-debited to the Hutt County Council in respect of Mangaroa riding properties fronting the borough road lines. The Mayor reported he was in communication with the Barton brothers relative to resuming the negotiations for acquisition of Barton’s Bush as a recreation ground and memorial park, the Hutt County Council having failed to comply with the local residents* desire to carry the matter through. The foreman reported completion of tho Seddon street footpath and that ho was engaged in removing trees obstructing “preparation work” on the main road bitumen tiack line. He is to make immediate repairs to a small bridge on the Moonshine road. TRAIN SERVICE „The Mayor reported he had interviewed the Railway Board relative to resuming conferences on local train runnings, fares and other matters, and it waa resolved that the Department’s offer to send an officer be accepted, and Tuesday, April 13th, was fixed for a conference. It was resolved to ask the Department to agree to pay 30s per annum each for two 200 c.p. electric lights of suspension type to illuminate the> entrances to the Upper Hutt station from Station and Princes’ streets. At present 109 c.p. bracket type lamps only partially light the approaches. These lamps, like all others in the borough, are lit from half-an-hour after sunset until an hour before sunrise every night in vhe year.' The annual charge for bracket-type lamps lit by the Hutt Valley Power Board is £3 10s per annum, and for 200 c.p. sus-pension-type lamps is £5. The works committee’s report was adopted, and it was supplemented by a resolution calling upon _ owners of land abutting on tho re-aligned main road south <rf Oamp road to set back encroaching fences to the correct Boundary. The report includes agreement with the City Council to lay sixinch watermains below the bitumen track on “the main road at Ranfnrly road intersection, and at Barton Crescent intersection. To ascertain the cost of “rounding off” the southern approach to Camp road so as to curtail motor risks at race times. To discuss with the finance committee proposals for acquiring portions of original section 126 to permit of connecting Dane and Wilford streets (East Ward) with Blenheim street, Pbnnysy road with Whiteman’s Valley road, Logan street with Queen street, Henry street with Ebdentoun, and Park street with Ebdentoun. The proposals for. reticulation of the West Ward to connect with East Ward water supply are being prepared. Proposals for dealing with storm water near Wallaceville railway station, at Granville road and on Whiteman’s Valley road were referred to. The repair of Ararino road, Trentham, was authorised. The wooden culvert at Barton’s Crescent is to be replaced by a 15-inch stoneware pipe-line. Footpath formation on new road alignments was authorised, and that on the eastern side of Mangaroa read south of the railway line was ordered to he included in the street improvement proposals. The solicitor to the Municipal Association stated the council could locate its septic tank on the Wakatike road line. The Mayor and Councillor Lodge were appointed a special committee to report on the borough finances, and were also authorised to arrange for a supplementary loan of £32 to complete the oayments in respect of the demands of the Hutt County Council in the matter of tho Stokes Valley bridge approaches. The Mayor announced he had teceived offers of land-dedication to connect Miro road with the main road opposite Hazelwood's branch store. A number of notices of motion were tabled by Councillor Blewmnn, but as the matters had already been dealt with by the council, they were not moved. It was decided the business for inclusion in the order paper must he in the hands of the town clerk not. later than 3 p.m. on Fridays, to enable him to premire and pest 4 be order papers to members by 4 p.m. on Fridays preceding the fortnightly meetings. The town board "angers were appointed rangers to t.ie Borough Council. . . A request for an increased payment by the East Ward sanitary contractor was not entertained. A suggestion by Councillor Greig that an assistant should be provided for the town clerk was not seriously viewed by the council. ALLEGED DISCOURTESY Councillor Greig announced at the close, of the meeting that he had received an instruction from the member for the district that he (Mr W.

H. Field, M.P.) and the Minister tor Justice would be visiting llic district some day this week. The Mayor objected to tho course alleged to have been adopted by Mr Field as showing discourtesy to the borough council. 11,/ contended that such, communications should be officially communicated to the council through the town clerk—a view which was approved by the bulk of the councillors. It was resrlved to request the Commissioner for Police to locate an assistant constable at Upper Hutt as the district and environs required more attention than any one officer could give—especially in view of offences by motor-car drivers and motor-cyclists.

The matter of addit-onal fire fighting appliances and of enquiring when the “haunches” of the newly-aligned main road will be put in order were referred to the Mayor to enquire and report.
