NEW CABINET APPOINTED FIGHTING IN *THE NORTH. Reuter’s Telegram. PEKING, March 5. . General Feng Yu-hsiang has been appointed Pacification Commissioner of Chihli, Honan, and Shensi. A mandate appoints General Chi Ate-hyao Premier with a new Cabinet. Reports of fighting in Honan and around Tientsin show that Wu Pei-fuites and Chang" Tsolin have hitherto gained considerable successes in combination against Feng Yu-hsiang. The "Wu Peifuites, after capturing Kaifeng, pressed on and captured Chengchow. Yuen Wi-chung, at Honan, suffered a decidsive defeat. His troops are reported to be scattered westwards and his whereabouts are unknown.
