Ooontz has prepared a confidential report on the condition of the United States battle fleet, which he declared sadly needs overhauling. Generally, he intimates that the navy has fallen behind the 6-5-3 ratio. The report was placed in the hands of Mr Butler, chairman of the Naval Committee of the House of Representatives, for consideration by the committee at a secret session. Some members of the committee describe the report as sensational. It is based on Admiral Ooontz's observations during the Australian and New Zealand cruise, and is said to have seriously disturbed the Navy General Board, and therefore it deemed it advisable to submit the matter to Congress for consideration.
