ELECTED PARLIAMENT OPENS MAY APPOINT A HOLER. Renter'* Telegram. TEHERAN, December’ 7. Reza Khan, temporary ruler of Persia, opened in royal state tbo new Constituent Assembly, which he reminded the House -was elected by the whole nation. After the deposition of the Kajar Dynasty, he said, the Mejliss gave him temporary rule, but to the Assembly was committed the duty of appointing a final permanent ruler. Heza Khan left at the conclusion of his speech, whereupon . the Assembly proceeded to official business.
