STATE-GOVERNED CAPITALS
Apparently the new system by which Rome is to be a State-governed capital, instead of a municipality of the ordinary type, is similar to that long associated with the citjf of Washington, the capital of the United States. Washington lias no municipality, no Mayor, and no town councillors. The District of Columbia, which is Washington, is legislated for by Congress. and is governed by three com-
missioners appointed by the President of the United States, who also appoints judges and court officials. The money required for improvements and current expenses is provided half by the ratepayers and half by a national appropriation.
