TO ENFORCE PROHIBITION MB OOOLIDGE TAKES A HAND. (Sydney "Sun” Cable.) NEW YORK, July 26. Major Percy Owen, Federal Prohibition Director for -the Chicago district,’ has been indicted with- ten others, including his predecessor in the office, on charges of conspiracy to extort money from dealers in sacramental wine who, it is alleged, made a profit of'loo,ooo dollars from illegally'withdrawn wines. It is; .stated that thd officials organised the superstitious Jewish congregations And forged ; fictitious names to permits. Upon President Coolidge’a special instructions, the entire prohibition enforcement machinery is undergoing' reorganisation, There will he an army of new . tested and tried officials, led by 21 administrators, with' regional directors for each city and county.
