The President is expected to recommend a larger appropriation for enforcement in the event of the failure of the attack. Swampscott is a favourite haunt for smugglers, owing to the number of its bays and inlets. Three thousand dollars’ worth of liquor was recently discovered hidden in an unoccupied house adjoining the President’s residence, and as the result the chief of police at Swampscott was arrested.
