FIRST MEETING A FAILURE CHAIRMAN WITHDRAWS. On the verge of nomination day there was another check in tho negotiations. When Mr John Hutcheson (Mr C. J. B. Norwood’s appointee) and Mr D. G. Clark, independent chairman, assembled in Mr R. A. Wright’s Mayor il room yesterday morning Mr Clark announced that objection had been taken to bis acting on the ground that it was contrary to the civil service regulations. Hence the meeting, which was to decide which candidate should withdraw from the field, collapsed at the outset.
