After Mr Austen Chamberlain to-mor-row lias given the House of Commons an indication of the progress ma'de at Geneva, Mr Ramsay Macdonald will champion the 'rejected Geneva scheme, thus committing himself and the Socialist Party to the scheme which the dominions have rejected. Herriot is not pleased with Signor Mussolini, who recently dramatically intervened in the security imbroglio by offering England a treaty of alliance to the exclusion of Franoe. Mr Austen Chamberlain, as in duty bound, made the offer known to France. The mere suggestion alarmed Franco, and Bet the French Government wondering whether the delay in admitting Germany to an international pact may not bd carried too far, and result in France falling between two stools. The British thesis is that a formula must found- on the basis of the German offer. The possibility of including Germany in a pact is being seriously considered at the Quai d’Orsay. If Germany agrees to a non-aggres-sion pact, the revision of the Polish frontier can at. least be discussed.
