It confirms all the passages-! published in the “Daily Telegraph,” asij cabled. The newspapers emphasise the£ following passages: ’ ; “Tlie delegation do not wish to , be regarded as apologists for principles and -procedures of Russian* commission, but misrepresentations regarding the results of 'the Russian Revolution have been used to divert and distract the British people. The Russian Revolution ’ hap no real' relationship whatever to British - evolution, but we present the results'of. the Revolution as re-: presented ’by a new State which al ' ready, is most powerful, and is jikely ' to be very prosperous.” “A STRONG, STABLE STATE.” . The" report is a voluminious document of 250 pages, with illustrations, maps, index, ana a glossary. The conclusions are that the Union- of Soviet Republics is a strong .and stable State. The: bases of its government are: (1) A syste of State Socialismf that has the active support of a large majority of the workers and acceptance by an equally; large ’ majority of peasants; (2) onej Federal ’structure that gives very fully! cultural and very fair political liberties, to racial and regional'minorities, to-' gethef with full religious toleration. . ' NEW RIGHTS FOR OLD. The machinery of government seems; to work well. The government is in’ every way better than anything Russia has ever-had, and ■ has- done, and is doing, work m which other-and older State systems have failed, and are still, failing. These good results havo reconciled all but a very small minority: to renouncing .the rights of -opposition that are essential to political liberty elsewhere. This- causes no resistance,, partly because these rights are replaced by Others more valuable under the Soviet system, partly because the Recent movement has been steadily Wafids' their ’ restoration. ■ 1 Finally (the''delegation asserts), the whole constitutes. a - new and. interestingl departure that is well worth foreign study, , and a new development that‘may-be gieatly benefited by foreign 'assistance.
