Having promised' to surrender the Sost of Inspector-General of three lastern provinces, 'Chang Tso-lin, in a circular telegram, 'cancels his expedition, against iWu Pei-fu, and expresses pity for the killed and wounded in the fighting against his own countrymen. He candidly avows that the cause of the war was rivalry between the leaders • Chang proposes to take all his forces back to Manchuria, and promisee hereafter* to obey the orders of the Central Government, thus demonstrating that ha intends to live up to .the, policy of non-intervention in politics on' the part of the militarists. -
