The Eastbourne body seeks authority to levy a special rate of 7Jd in the pound on the unimproved value of the property in the area described in the schedule to the bill, for the purpose of providing interest and sinking fund in respect of a loan of £50,000 for the purchase of a new ferry steamer, and for reconditioning the two steamers already the property of the Eastbourne Council.
