FOREIGNERS HELPLESS
GUNBOATS NEEDED TO PROTECT AMERICAN LiyES. ATTACK ON A MISSION. By Telegraph—Proas Aten.—Copyright. Australian and N.Z. Cable association (Received March 23, 5.5 p.m.) PEKING, March 21. The American Consul at Canton has been forced to request that a gunboat be rushed to Canton to protect American lives and property, because American gunboats are absolutelv incapable of manoeuvring against the bandits, who recently invaded the American Presbyterian mission at Sheklung, killing one person. The three American gunboats at Canton were unable to navigate the Yang-tse, but a British boat acted promptly and saved the mission. Americans are distressed over the reports that Congress will not appropriate funds to build six nerw vessels for the Chinese service, the present complement of 11 gunboats being unable to navigate the South Chinese rivers for many months of the year, although bandits and undisciplined troops are constantly terrorising the neighbouring countryside.
