RESTRICTIVE LEGISLATION. LIVELY DISCUSSION, Bv Telegraph.—Press Assn. —Copyrisht. SYDNEY, November 23. The Assembly passed the first reading of the No Temero Decree Bill by 47 votes to 34. After a lively discussion on the question of leave to introduce the bill, the Minister for Justice, Mr John Ley, explained that the hill did not aim at the doctrinal teachings of any church, hut was intended to prevent'persons from impugning marriages lawfully cor ■ tractod. The bill will he discussed in defa. at the second reading.
