JAPAN PROTESTS

The “Leader” reports that the Cabinet, by 23 votes to 10, formally sanctioned tho Federal Wireless Company’s contract. The United States legation has been informed. The construction of the first station, at Shanghai, will begin probably this winter. The paper states that the Japanese legation has again protested, on the f round that tne Mitsui contract of 918 is violated.
