EUROPEAN REPARATIONS
SUGGESTED CONFERENCE OF POWERS UNITED STATES WILLING TO TAKE PART “MUST BE NO EMPTY CHAIRS” Important communications have taken place between Lord Curzon, British Foreign Secretary, and Mr C. E. Hughes, Secretary of State for the United States, respecting America’s willingness to be represented if a conference of Powers is called to assess Germany’s capacity to pay, and to consider an appropriate financial plan to ensure such payment. America has expressed her desire to assist in making an effort to solve the ills of the European Continent, but lays down concrete conditions. These, it is understood, are acceptable to Great Britain, but France desires that such investigation shall be made by the Committee of Experts, to which hody she will welcome American representation, but that it must be subordinate to the Reparations Commission.
