A renewal of the violations of the Supreme Court’s liquot ruling lias been reported, and depart mental agents are investigating instances where foreign vessels, after leaving New York, opened bars outside the three-mile limit, indicating that they carried liquor into port upon the trip from abroad. Senator Mellon’s announcement that only liquoi will be seized will no longer be enforced. the authorities being convinced that the time has come for the seizure of vessels. They cite the instance of British forfeiture of the German ship Cleopatra, last June for bringing liquor into British territorial waters concealed in her bunkers as a precedent for drastic action. TWELVE-MILE LIMIT BRITAIN ACCEPTS PRINCIPLE. The Administration is not altogether surprised to hear that Britain is willing to accept the principle of a twelvemile limit within which vessels may be searched. Pending receipt of the British plans, however, the authorities are unable to say whether the stipulations of the United States draft of the treaty have been substantially accepted.
