The Madrid correspondent of “The Times” says that rural Spain will he transformed into an Arcadia if General de Itivera’B latest batch of decrees bears the hoped-for fruit. One decree appoints several hundred delegates to municipal areas, all of whom will he army officers, whose duty it will he to inspect the public services, stimulate tho organisation, of civic guards, boy scouts, sports bodies, and citizenship societies, to inculcate the virtues of respect for the law and punctual payment of taxes, military service, and love of trees, birds, and flowers.
