WHAT WILL BE RESULT? FRANCE’S RESPONSIBILITY. Published in '‘The Tltnce." LONDON, October 21. The Paris correspondent of “The Times” says: “Germany’s dislocations have begun. France now cannot escape the responsibility for the maintenance of order in the Rhineland and Ruhr. The proclamation of a republic at Aix-la-Chapelle is overshadowing the revolt in Bavaria against Berlin. Even the question of reparations is put in the background by events with which diplomats cannot keep pace. “It remains to be seen what will be the outcome of tbe Rhineland movement. It is already being asked what will result if the Rhineland Republic ia recognised by some of the occupying Powers, and not recognised by Britain. It is emphasised that tbe proclamation was made in the Belgian zone. At the eame time, it is pointed out that Belgium did not favour the Rhineland agitators. France desires to regard the movement as a spontaneous local demonstration. It certainly is not displeasing to many Frenchmen."
