BAVARIA IN STATE OF OPEN REVOLT CENTRAL GOVERNMENT HELPLESS ALLIES WILL NOT INTERFERE The long-expected proclamation of a Rhineland Republic took place on Sundaymorning, at Aix-la-Chapelle. Whether the Separatists are strong enough to hold the position is doubtful. France and Belgium have declared their intention to remain neutral, interfering only if their subjects are endangered. Bavaria is in a state of open revolt against the Central Government, which is hopeless, particularly as the Reichwehr would probably refuse to march against the Bavarians.
