STATE GOVERNORS’ PLEDGE. STORMY DEBATE. Australian «nd N.Z. Cable Association. (Received October 21, 5.5 p.m.) NEW YORK, October 20. The annual convention of State Governors, held at Westbaden, in Indiana, after a stormy debate, adopted a formal resolution pledging them to give President Oooliage “fullest co-opera-tion,” and asking Federal aid in the enforcement of “'bone-dry” Prohibition. PLAN AGREED ON EDUCATION OF CHILDREN. SUPPORT OF PRESS. Australian and N.Z. Cable Ataociation. (Received October 22, 0.15 aura.) WASHINGTON, October 21. The State Governors and President Goolidge agreed upon a plan for the enforcement of Prohibition. The piimcipal features provide for co-operation between the Federal and State county and municipal authorities, the enlistment of the support of the Press, Hie education of school children concerning the evils of liquor, and the adoption of whatever means are practicable to cause lawless aliens to respect majestic laws. Mr A. E. Smithy Governor of New York, and Mr A. C. Ritchie, Governor of Maryland, asked for modifications of the Volstead law, Mr Ritchie declaring it an invasion of the State Tights,
