MANHOOD SUFFRAGE
INTRODUCTION TO JAPAN. NO RESTRICTIONS. (Sydney "Sun" Cable.) (Received October 21, 5.5 p.m.) TOKIO, October 19. A committee of five Ministers, headed by Baron Goto, has drafted a rerommendation on manhood suffrage, which will probably be enacted in the coming session. It opens the ballot to all males over 25 years of age. and there is no property or other qualification. Every elector will bo eligible for office. The Act will also abolish the majority of the qualifications restricting election to the House of Peers.
