Kellaway, a former Post-master-General, urges the desirableness and possibility of immediately reinstating penny postage. He eays the only reason tho public is denied this immense boon i& that the postal (service is obliged to carry a loss of £1,350.000 yearly on telegraphs. If Sir L. Worthington Evans restored Imperial penny postage while the Imperial Conferenco was assembled, it would be a more eloquent gesture to the dominions than preference on dried fruifi*?.
