Draft bylaws were submitted to tho City Council to-night providing for the registration of push bikes at a fee of 2s 6d, on the payment of which the owner will receive a certificate of registration and a red reflector. Dealers and tho bicycle trade are to furnish monthly records of sales and exchanges of new and used bicycles. Councillor Cooke said for tbe trade there was nothing beneficial to cycle riders in the new by lawn. The council hod bought a consignment of red reflectors at 4d each and proposed to sell them to cyclists at 2s 6d. A numbering device would bo more effective in protecting n cycle from theft than a marker’s number on a machine.
