The two chief moral causes of the setback Prohibition has received are attributed to the attitude of the Government, which resulted in much loss support from Labour than was obtained three years ago, and to the new legislation which provided for the closing of hotels at 8 o’clock instead of 11 o'clock at night. This satisfied tho moderate Prohibitionists, who favour appro ailing reform by degrees.
