SEIZURE OF MEMEL
LITHUANIA'S INTENTIONS. ALLIES’ ULTIMATUM. Australian and N.Z. Cable Aaodatwa PARIS, February 2. The “Petit ParisienV’ Riga correspondent says: “The Lithuanian insurgents have instituted a Council of States, over, which one Reims presides, which has proclaimed Lithuania’s occupation of Memel, and abolished the frontier between Memel and the Lithuanian Republic. . . “The council is creating a military depot, purchasing nwltitJOD# preparing armed resistance against any Powers not recognising the changes. The Ambassadors' Council has sent an ultimatum to Lithuania, demanding the removal of troops from Memel and the dissolution of the CStigenx. Co«nmifctee within seven days; otherwise diplomatic relations will be broken oft.
