THE MORATORIUM
IF GERMANY REFUSES PLEDGES. (Received August 31, 1.45 p.m.) PARIS, August 30. A se,mi-official statement, coincident with tho arrival of the German delegates, say 3 that in the event of Germany refusing the pledges demanded by France the only solution in conformity with the Peace, Treaty will be the refusal of a moratorium and a declaration of Germany’s default. Tho statement further declares that suah an event is inconceivable. The adoption of a moratorium without pledges would give liberty of action to Franco, 'who would be unable to abandon the position taken up at the London conference.
