HOW THE STREAM OF COMMERCE MAY RE RESTORED. . WASHINGTON, May 25. Addressing the> meeting at * Washington of the Chamber o'f Commerce of tho United States, the Secretary of Commerce, Mr Hoover, outlined the e-tops which he considered necssary to promote the world movement towards more normal times. These include the arrangement of the political relationships of European nations so a,s to produce an atmosphere of peace; the reduction of armaments, the fixing of inter-governmental debts including German reparations on a basis which would create reasonable confidence that tho payment of interest and principal would be met, the balancing of budgets by a reduction of expenditure, etc. If these mcaimreo could be accomplished to-morrow “the stream of commerce and industry would rush toward economic recovery at a pace which would amaze tho" world. 55 “But until this accomplishment is assured,” declared Mr Hoover in conclusion, “our citizens must guide their business with caution in their relations with nations which are still unable to make these steps —'Renter.
