Tbo extraordinary apathy of tho local authorities, and the absolute silence of eyewitnesses of the massacre and of those who took part in -it regarding tiho identity of the leaders or personnel of the mob frustrate official and other efforts to pin tlie responsibility on any particular faction. The Herrin, district has a comparatively small foreign element. No doubt it was represented in the mob, but the majority wore Amerioans of tlie usual mining class.
