AMERICA’S HELP ESSENTIAL. VIEWS OF VISCOUNT GREY. Australian and N.Z. Cable Association (received June 28, 10.20 p.m.) LONDON, June 27. Viscount Grey, during a debate in the House of Lords, on the Genoa Conference, said: “The first thing essential to the reconstruction of Europe is to secure the 00-operatiion of America. He blamed the Government for arranging the Genoa and The Hague Conferences first and inviting America afterwards. They should previously have assured themselves that their methods were acceptable to America. The Genoa Conference was devoted to securing an agreement with the Bolsheviks, -which' waa a mistake. Such an agreement was not of practical importance in the reconstruction of Europe.
