Tho War Office has completed the draft of the Army Reduction Bill, which is now before a military conference. It is expected that its adoption will he followed by its submissions to Cabinet for incorporation in the 19231924 Budget. The total strength of the army is reduced firom 296,000 to 240,000, consisting of 33,000 infantry, 3000 cavalry, 16,000 artillery, and b„X) engineers. The total saving is 23 million yen. The Diet’s recommendation that the conscription term should be reduced from two years to sixteen months’ was rejected, and a service reduction of forty days was adopted There is a strong sentiment in the nation foe a much further reduction, which will be the subject of a vigorous campaign. The only hope for a much more material reduction rests on economic conditions in the coming six months, which may be so bad as to make further relief from taxation imperative.
