EARNERS TO DEFRAY COST. PER PRESS ASSOCIATION. CHRTSTONUROH, May 31. At the conference of the Dominion Council of the Boy Shout®’ Association, it was decided that the resolution passed at the last annual meeting regarding the free issue of test and certain proficiency badges be rescinded, and that after July Ist next all such badges and other badges, medals, and cords, except several specified in tho resolution, be paid for by those earning them or as may bo decided by the troop committees. It was stated that there had been a heavy loss on badges under the existing system. It was also decided to allocate tho number of the badges to each centre.
