ANNUALj CONFERENCE. BUSTNESS AT YESTERDAY'S SITTING. PER PRESS ASSOCIATION. CHRISTCHURCH, May 30. The annual conference of the Dominion Council of New Zealand Boy Scouts’ Association opened this morning. Delegates were present from all parts of the Dominion, and they were welcomed by the Mayor. BrigadierGeneral Andrew was re-elected chairman. It was decided that the council should take immediate steps, by making an appeal to. the general public, to raise the Cossgrdve Memorial Fund of £I.OOO to provide a home for the widow and dependents of the late Colonel Cossgrove, founder of the movement in New Zealand. It was decided to encourage ladies to take charge of the younger Scou ts. FINANCE MATTERS.
The Dominion council of the Boy Scouts’ Association passed the follow ing resolution: “That £he commissioners he requested to set up forthwith finance committees to assist in raising funds for headquarters and local associations. That, where funds are raised by or through headquarters’ efforts, there shall be deducted therefrom, firstly, the cost of collection, and, secondly, 60 per cent., of the balance, to he paid to the headquarters’ organisation fund, the balance then remaining to be paid to the local associations concerned. That, where funds are raised by or through the efforts of local associations (not including money's paid to such local associations by way of levies from troops, patrols, or individual boy scouts), there shall he deducted therefrom, firstly, the cost of collection, and, secondly, 60 per cent, to be paid to the funds of the local association concerned, the balance then remaining, to be paid to tile headquarters’ organisation fund, provided that any province may, with the approval of the executive, donate such sum as may be approved by the executive as that provinces’ annual contribution to headquarters, in which case the first part of this resolution relating to contribution shall not apply.’’.
FURTHER RESOLUTIONS. At the evening sitting it was decided, in deference to the wishes of the Chief Commissioner (who was not present when the resolution was arrived at), to rescind the resolution deciding upon a public appeal for a fund t.o provide a home for the widow and de]>endents of the late Colonel Cosagrove.
Tho following motion was agreed to: “That, in order to give, scoutmasters an opportunity of direct representation on the council, the genera] organisation of the Boy Scouts’ Association m New Zealand he amended by the abolition of the present scout provinces and provincial officers and staffs as from July Ist, 1922. That every local association area approved by headquarters be constituted a scout district under a Scout Commissioner, who will be a member ex officio of the Dominion Council. That every local association be entitled to nominate its Soout Commissioner for the approval of the Dominion executive committee. This nominee may be any member of the local association, civilian or scout officer of or above the rank of scoutmaster. That all troops of scouts outside the local association areas he lone troops, dealing direct with headquarters and administered from headquar. tors.”
